Water companies in England and Wales could be permitted to raise customer bills during drought periods under proposals being considered by Ofwat, the sector's regulator. The companies would be allowed to factor "water scarcity" into their charges as part of efforts to reduce consumption.
Ofwat's plans have been compared to surge pricing, the practice where private hire firms increase taxi fares at times of higher demand.
