Corruption in the construction of public housing and the lack of criminal investigations following the earthquake that struck Venezuela in June 2026 could constitute a violation of the right to life, according to a study by lawyer and human rights specialist Juan Carlos Gutiérrez.

Gutiérrez argues that these practices could go beyond the administrative sphere and imply a breach of the State's international obligations regarding human rights.
