Astrid Polanco walks among the broken walls of her ground-floor apartment in block 223 of Caribia City with her voice breaking. The resident shows the master bedroom, the collapsed bathroom and points to fractures in the masonry of her home.

According to Polanco, part of her room is crumbling and all the walls show severe deterioration. The bathroom is completely collapsed, with the structural damage leaving the home in precarious conditions.
